Katherine joined Oxfam Scotland in 2026 and leads on Oxfam’s policy, advocacy and influencing in Scotland. She is Co-Chair of the Scottish International Development Alliance Policy Committee. Prior to that, she was a civil servant at the Scottish Government for nearly a decade working in a range of policy roles to promote equality, children’s rights and human rights. Most recently she was the International Human Rights Policy Lead and led the Scottish Government’s human rights response in conflict affected areas. She holds an LLM in Human Rights from the University of Edinburgh where she specialised in human rights in conflict and peace-building.
